Truth is we have the best universities in the world and in terms of university level educated, some of the best in the world already. Sure we need more but that's not what is affecting global labor arbitrage currently. India and China are also educating their people and they have a much lower PPP (purchase power parity) which enables corporations to simply pay them much less. Why you see people flying to India for surgery, costs much less.
