Let me see you were outraged that a student who performed "proficient to advanced" on a state assessment would get a B on his report card. Now you find it an outrage for a student who does well on tests not getting a high grade because of sporadic classroom work.

What I hear is a parent with an expectation of entitlement. Why should a student that does well on tests be entitled to a higher grade when they don't hand in homework or do daily assignments. Again that would be like a state employee doing well on the employment test, not showing up to work or performing well at work, and then questioning the "objectivity" of his performance review because of his score on the test.

I really hope the motivation is not your son this time. What I hear is a parent thinking his child is entitled to certain grade irregardless on how he performs in school. That was certainly seen in your earlier post and I am seeing it now.

There is no down grading going on. The incentive is all in the other direction. What motivation would there be give a student a lower grade that s/he would otherwise receive. What very well may be going on is more objective criteria for getting a grade. How I read the letter is in direct response to parents like you who feel their child is entitled to a particular grade irregardless of the work they put in it.
