Florida and Michigan Delegations will be seated - but with 1/2 votes

The Democratic rules committee today decided to seat all of the delegates from Florida and Michigan, despite their both having broken party rules by holding their primaries too early.  However, the delegates will only be given a half vote.  This rule is not what either Obama or Clinton had hoped for, but I suspect it won't get a lot of objection.   This comes after several failed votes and political wrangling .
