In case you were wondering

We've been making some changes to the server configuration for Uppity Wisconsin -- the web infrastructure has been groaning a little lately, so we're trying to scale out more. This involves external caching and various magical daemons and experimental configurations.  Some of which didn't work too well on the first pass.   Things should be much happier now.
