Audit Quantifies Annuitants Hired By State and Local Government
The nonpartisan Legislative Audit Bureau (LAB) released its report on rehiring of Wisconsin Retirement System (WRS) annuitants.
State Senator Kathleen Vinehout noted the Joint Legislative Audit Committee requested the audit in response to questions about the extent of hiring WRS annuitants in recent years.
“The audit findings showed that in the majority of cases WRS annuitants are rehired for legitimate reasons,” said Vinehout. “They bring experience and expertise needed to fill short-term needs, such as a substitute teacher or training a new employee on complex systems.”
The audit report included recommendations to strengthen the ability of ETF to ensure regulations on hiring of annuitants are enforced.
Vinehout said she supports the Audit Bureau recommendation that written procedures for investigating whether a rehired annuitant met the ‘good faith termination’ requirement.
“Legislation may be needed to resolve other issues but that legislation must take a common sense approach,” said Vinehout. “ETF needs the resources to zero in on abusers including those who got their post retirement job with a wink and a nod.”
